Summary:
Process and manage all information related to requests for vendorization of service providers, request information from other Regional Centers for courtesy vendorizations, send out and monitor vendor contracts and insurance certificates, develop and maintain databases, and coordinate timely dissemination of information across the agency.
Provides support for tracking of vendor compliance with current and new legislation, including reports upon request from Directors regarding implementation of Trailer Bill Language.
Reports to Assistant Director of Community Development.
Primary Functions:
1.
Process and manage all information required to establish new vendors.
Send out vendor packet within 7 days of receipt of signed request (Ven600) Track sending and receipt dates of vendor packets Review returned packets for completeness Assign new vendor numbers and enter provider information into Sandis and UFS within 5 days of receipt of completed vendor packet.
Prepare and send out payment agreements for vendors not subject to long form contract.
Type and send vendor approval letter and distribute to pertinent agency staff within 2 days of vendor approval.
Make new vendor files and file vendor correspondence and other materials as received 2.
Process provider changes of ownership/business entity type3.
Update vendor information in Sandis and vendor file within 5 days of notification of change.

Oversee vendorization requests /Ven 600's for compliance with Trailer Bill Language (TBL), regulatory and policy, procedural mandates - including usage of generic services, insurance, correct utilization of service coding, abiding by exception requirements and standards.
5.
Research, manage and maintain Title 17 Service Code requirement tool for agency, keeping current with regulatory, policy and procedural changes.
6.
Act as liaison with Department of Developmental Services (DDS) on vendoring related issues.
7.
Researches and presents regulatory requirements, utilization standards and updates in Resource Development at the Service Review Committee and Operations Committee for information and discussion item presentations.
8.
Maintain and periodically audit vendor databases and files in Santa Barbara headquarters for compliance with regulation, DDS requirements, Tri-Counties Regional Center (TCRC) procedures and implementation of audit findings.
9.
Query SANDIS for inactive vendors annually.
Deactivate vendors who have been inactive for more than 2 years.
Send deactivation letters.
10.
Initiate correspondence to providers regarding updating and submitting information, including, qualifications, certifications; training; updated organizational charts; proof of insurance.
11.
Prepare and distribute agency monthly new vendor report before the 10th of each month.
12.
Respond to requests for quarterly and annual reports as needed from Director of Community and Organizational Development.
13.
Design and maintain databases for contracts, vendor insurance, quality assurance and other data management activities.
14.
Generate, send and track Self-Determination participant budget agreements to families.
15.
Coordinate tracking of implementation of TBL, including utilization of service codes, exception guidelines, check alignment of service codes with service delivery, provide notification to departments affected and monitor solutions.
16.
Oversee participant list for service provider orientation from Resource Development and Quality Assurance Departments and send out notices, in collaboration with Manager of Organizational Development.
17.
Work with third party contractor to track vendor insurance.
18.
With the guidance of Assistant Director of Community Development or designee, evaluate implementation of contracts.
19.
Train TCRC staff and service providers on the vendoring process and Title 17 requirements.
20.
Develop reports for agency related to provider rates, programs, qualifications, contract terms and other pertinent data.
21.
Develop and update informational materials related to vendoring to be posted on agency intranet and/or external website.
22.
Participates with Resource Development team to ensure internal quality assurance for utilization and cost saving with regard to monitoring and implementation of agreements with current and prospective vendors.
23.
Coordinate Request for Proposal submissions, reviews and interview teams.
Send out acceptance/rejection letters and instructions for projects accepted.
24.
Work on various special projects as requested by the Assistant Director of Community Development.
Skill Requirements:
Proficiency in Word, including:
Merge files; Tables; Labels; Automatic Outline formatting; Template creation (.
dot files) and use.
Proficiency in Excel, including formulas, data sorting, and pivot tables.
Proficiency in Box.
Proficiency in DocuSign.
Understanding of database creation and use to enable high level functioning in Sandis (data entry and editing; using and creating queries) Windows:
document searches, folder and shortcut creation Use of internet to research provider information, relevant legislation, Department of Developmental Services (DDS) and other agency websites (e.
g.
Community Care Licensing, Board of Behavior Analysts and other licensing agencies) Strong detail orientation.

Education:
Bachelor's Degree with two years' experience in the regional center system, or in administration, business, or accounting.
OR, Associate degree with five years' work experience in the regional center system, or in administration, business, or accounting.
Other requirements:
Able to provide reliable means of transportation.
Physical Requirements:
Adequate manual dexterity and coordination for operation of a computer and other standard office equipment is required for this position.
The ability to sit at a workstation for long periods of time, the ability to read, write and comprehend large amounts of written material such as reports and regulations, use the telephone, and communicate via electronic mail are all required on a daily basis.
The ability to travel to another work-site location is absolutely required on a daily basis.
The ability to stand, sit or walk for moderate distances on uneven terrain is also required on a daily basis.
While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or control and reach with hands and arms.
The employee frequently is required to stand, sit, walk, push, pull, kneel, stoop, bend, and squat.
